Aims and Scope
“Health Care of the Russian Federation” is a scientific journal whose goal is to disseminate information on measures aimed at improving public health, demographics, environmental health, and Russia’s healthcare system. The journal publishes regulations intended to improve the work of health authorities, as well as information on the best practices of local governments and healthcare institutions, public health statistics, and sanitary and epidemiological situation in different regions of Russia.
The aim of the journal is the creation of proper information space for discussions, experience exchange, development and subsequent implementation of modern strategies of medical science development and health administration in Russia, enabling maximally effective and swift information diffusion in the scientific medical community and practical healthcare.

Peer Review Process
- The Editorial Board determines the compliance of the article with both the journal's profile and design requirements and sends it for the first review to the Executive Secretary, who determines the scientific value of the manuscript and appoints reviewers. The articles are reviewed by members of the Editorial Board and the Editorial Council and external reviewers who are experts in the field, working in areas of research relevant to the topic of the article and have published peer-reviewed articles in the last 3 years,. The scientific manuscript of the Editor-in-chief is reviewed by external reviewers.
- The review is executed in confidential mode. The editorial Board sends the submitted materials copies of reviews or a reasoned refusal to the authors. Copies of reviews can be sent to the Ministry of education and science of the Russian Federation upon receipt of the corresponding request to the editorial office of the journal.
- The review period is up to 4 weeks. This period may be extended depending on the situation and at the request of the reviewer.
- Each reviewer has the right to refuse a review if there is a clear conflict of interest. Based on the results of reviewing the manuscript, the reviewer makes recommendations about the future of the manuscript (each decision of the reviewer is justified)as follows: a) the manuscript is recommended for publication in its present form; b) the article is recommended for publication with corrections noted by the reviewer; C) it is recommended to pass the article for additional reviewing to another specialist; d) the manuscript fails to be recommended for publication.
- If the review contains recommendations on correction and revision of the article, head of the Editorial Board sends the author the text of the review with a proposal to take them into account when preparing the new version of the manuscript or arguments (partially or completely) to refute them. The modified by the author manuscript is re-sent for review.
- If the author and the reviewer have any unsolvable contradictions regarding the manuscript, the Editorial Board has the right to send the manuscript to another reviewer. In conflict situations, the manuscript may be submitted for consideration to one of the members of the Editorial Board or the Editorial Council. The final decision in such cases is made by the Editor-in-chief.
- Authors can propose candidates for potential reviewers for their manuscript.
- The manuscript can be sent for further reviewing to an expert in medical statistics.
- The negative review report is sent to the author by e-mail.
- A positive review is not a sufficient reason for publishing a manuscript. The final decision on whether to publish it is made by the Editorial Board based on the validity of the work and its relevance to the journal's subject matter. In conflict situations, the decision is made by the Editor-in-chief.
- The original reviews are stored in the Editorial office of the journal for 5 years.

1. Publisher's Responsibility
- Journal “Health Care of the Russian Federation" publishing house adheres to the principles of Committee on Publication Ethics (COPE)
- The editorial Board is fully responsible for compliance with the principles set out in this regulation
- Journal “Health Care of the Russian Federation" publishing house may submit proposals to the Editorial Board on supplement or change the principles of editorial ethics
2. Rights and responsibilities revision
The Editorial Board is fully responsible for any material published in the journal, and, in this regard, in its work, the Editorial Board is responsible for compliance with the principles of ethics in relation to:
- readers of the Journal;
- author of an article;
- object of research;
- organizations that sponsor research and publications;
- reviewers of publications
The responsibility of the editors to the readers
- the Editorial Board guarantees readers the information published in the journal tE be reliable and unbiased
- the editorial Board provides readers with information about the authors of materials published in the journal and about the institutions where the research was conducted
- editors inform readers about the participation of commercial organizations and their role in conducting research or preparing publications, and about any other conflicts of interest that may affect the results of research
Editorial Office takes readers comments and suggestions for improving the journal quality, comments and suggestions can be published in the journal in the section "Letter to the editor"
- the Editorial Board deals with complaints about published in the journal of materials received from readers, and informs readers about the action taken
- if necessary, the Editorial Board publishes clarifications and apologies to readers
- if errors are detected, the Editorial Board takes measures to correct or delete them
- Editorial Board is obliged to do everything possible to prevent compromise of intellectual and ethical standards by business interests
The responsibility of the editors to the authors
- the editorial Board has the right to accept or reject manuscripts for publication in the journal, based on the reviewers ' opinion on the relevance, originality, reliability of the information contained in the manuscript, and its compliance with the journal's subject matter and the principles of editorial ethics adopted in the journal
- review is carried out according to the procedure for reviewing manuscripts adopted by the Editorial Board
- Editorial Board's conclusion is drawn up in writing and provided to the author for review
- manuscripts are accepted only if there are sufficient facts in favor of acceptance for publication and rejected only if there are sufficient facts in favor of rejection
- the Editorial Board notifies the authors of the reasons for rejecting articles and makes recommendations to eliminate the reasons why the manuscript was rejected
- the Editorial Board ensures that copyright is respected when considering an application for publication
- the Editorial Board has the right to retract (withdraw) an already published article in the event of revealing facts that were not known during the review
The responsibility of the editorial staff before objects of research
- editors are guided by the provisions of the Helsinki Declaration on ethical principles of medical research, approved by the world medical Association (WMA) in 1964 and revised at the 64th Congress of the WMA General Assembly in 2013 http://www.wma.net/en/30publications/10policies/b3/index.html
- the editorial Board checks whether the authors have the opinion of the ethics Committee for conducting the published research
Editorial responsibility to organizations that sponsor research and publications
- the editorial Board undertakes to publish information about commercial organizations that supported the research or publication
The responsibility of the editorial staff before reviewers
- the Editorial Board provides reviewers with guidelines for making conclusions on publications and a list of questions to be answered by the reviewer during the review of the manuscript
- information about the rules for issuing reviewers ' opinions is provided in the review procedure published on the journal's website in the corresponding section
- the Editorial Board ensures the objectivity and impartiality of the reviewers ' work, promptly identifying cases of violations and taking measures to eliminate them
- the Editorial Board makes a decision to accept or reject the article based on the reviewers ' opinion
- the Editorial Board has not adopted an open review system, the editorial Board ensures anonymity of the reviewers and authors ' identities
3. Rights and responsibilities of authors
- by submitting an application for publication of a manuscript in the journal, the authors confirm that the publication is designed in accordance with the requirements for the design of manuscripts
- authors must comply with the legislation of the Russian Federation
- authors should understand that the manuscript may be rejected, if discovered the following facts:
- the design of the manuscript does not meet the requirements for the manuscript accepted in the journal
- the author's failure to follow the recommendations of the editorial staff to eliminate errors in the design of the manuscript
- a violation of the principles of the Helsinki Declaration on ethical principles for medical research approved by world medical Association
- lack of opinion of the ethical Committee for the study, the results of which are contained in the article
- the article contains plagiarism or false data
- the results of the study have already been published in another publication
- authors must provide information about the commercial organizations that supported the research or publication for publication in the journal and about any other conflicts of interest that may affect the content of the manuscript
4. Disclosure of conflicts of interest
If there are conflicts of interest at least one of the authors of the article, this is indicated in the text of the article. A Commission may be set up in the editorial office to resolve issues and complaints related to possible violations of the principles of editorial ethics. The Chairman and members of the Commission are chosen from among the members of the editorial Board and the editorial Board of the journal by voting of the editorial Board members. The Commission reviews complaints from authors, readers, reviewers, editors, and publishers.
Author fees
Publication in “Health care of the Russian Federation" is free of charge for all the authors.

Disclosure and Conflict of Interest
Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.
Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.
Plagiarism detection
“Health care of the Russian Federation" use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.
Preprint and postprint Policy
Prior to acceptance and publication in “Health care of the Russian Federation", authors may make their submissions available as preprints on personal or public websites.
As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in “Health care of the Russian Federation" we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.
