The introduction of new highly expensive diagnostic and therapeutic methods in the present state-of-art of medicine makes health administrators consider in a new fashion the required amount of state investments in the provision of citizens with necessary treatment for social diseases, cancers in particular. To estimate the cost threshold for the inclusion or exclusion of new treatments is one of the important tasks in the light of health care and drug provision reforms in the Russian Federation. To determine society's willingness to pay will estimate the expenses borne by the state while elaborating the standards for treatment and compiling the lists of drugs to be dispensed free of charge.
